New Delhi: The Election Commission of India (ECI) has announced the deployment of Central Observers for the upcoming general elections to the legislative assembly of Bihar and bye-elections in several states. This strategic move underscores the Commission’s commitment to conducting free, fair, and transparent elections across the country. The deployment includes 470 senior officers—comprising 320 from the Indian Administrative Service (IAS), 60 from the Indian Police Service (IPS), and 90 from services such as IRS, IRAS, and ICAS—who will serve as General, Police, and Expenditure Observers. These officials will be stationed in constituencies across Jammu & Kashmir (Budgam & Nagrota), Rajasthan (Anta), Jharkhand (Ghatsila), Telangana (Jubilee Hills), Punjab (Tarn Taran), Mizoram (Dampa), and Odisha (Nuapada).
The role of Central Observers is pivotal in upholding the integrity of the electoral process. Appointed under the plenary powers conferred by Article 324 of the Constitution and Section 20B of the Representation of the People Act, 1951, these officers operate under the direct supervision and control of the Commission from the time of their appointment until the conclusion of the election process. Their primary responsibility is to ensure that elections are conducted in a manner that is fair, impartial, and credible—principles that form the foundation of India’s democratic framework.
General and Police Observers, owing to their seniority and extensive experience in administrative services, play a crucial role in overseeing the management of elections at the grassroots level. They monitor the conduct of polls, assess preparedness, and ensure that all stakeholders adhere to the guidelines laid down by the Commission. Their presence acts as a deterrent against malpractices and fosters confidence among voters and candidates alike.
